VERY NEWBIE/C: one_argument and half_chop...

Ok this is a really stupid question, but although I have added tons of 
new features to my source, I am not confident in my understanding of the 
simple command line argument functions. Would the following two pieces 
iof code do effectively the same thing and if not, why:

newarg = one_argument(arg, target);

half_chop(arg, target, newarg);
