Olc is not complete in circlemud.
That's problem number 1.

Don't use Circle OLC,
use someelses's.
I presonally prefer Obuild,
but you can use Oasis too.
Obuild's been around longer, and seems to be a litle less buggy.

Since you aren't using Circle OLC you can take out all the olc files that 
came with the mud and delete any references to it.
