LONG: Weather code (woo hoo!) (fwd)

The concept is a good one, but I found the code very redundant.
There is a lot you could do to improve upon it.  First I suggest
just one humidity check.  For example, you could combine:
RAINING and SNOWING to PRECIP_LIGHT
POURING and SNOWSTORM to PRECIP_HEAVY
THUNDERSTORM and BLIZZARD to PRECIP_SEVERE

Then you'd make a temp/season check to see what kind of precipitation it is:
If there is PRECIP_LIGHT and it's less than 1 degree (celcius), it's SNOWING.

Anyway, concider it.
