[Circle] multiple attacks

well, I know how to do multiple attacks.. I am gonna make them like AD&D
i.e.
1-6 1 attack
7-13 1, 2, 1, 2...
what I was wondering.. <I know if()s take lotsa memory for their purpose..
I think anyways> if there is a way to do that without using if()s.. 
for warriors/berserkers.. i.e. have the multi attack system.. err
anyways.. also I was wondering about monks.. I know a bunch of ifs is
memory waste.. before on my old MUD I had a for statement.. <made by
another person not me> so that instead of ifs there was like a switch I
think.. anyways here is the MAIN question:
what is a proficient way to do a martial arts skill which affects how many
attacks a monk gets.. <also level affects it> i.e. if they above a level,
and have a certain prof, they get x attacks.. attacks wouldn't be 100% of
time.. like if prof > number(50,100) then.. they attack.. 

what is a proficient way to do attacks like
2 1 round <automatically>
1 1 round <automatically>
2 1 round
1
2
1
etc etc.. so that warriors/rangers/berserkers.. <maybe not rangers>
automatically get certain attacks depending on level.. sorry for all this
senseless spam.. but thanks for any help
