That seems to be a weird result of how it's implemented via the RFC.
First the client must send a telnet IAC code to see if it can retrieve
the list of terminal types.  The client must respond and that opens the
connection.  Then the server send another message, the client responds.
The server should continue to send that message until the client responds
with the same thing twice.  I don't know all the terminal types a client
can respond with, but I think a lot of UNIX OSes send the codes for this.
