I believe you can find it on the circle ftp site ftp.circlemud.org
                I haven't any idea which version it is, but i'm sure it
has the newest one. I don't believe that Oasis is being actively
maintained. However, it wouldn't hurt you to search this mailing lists
archives (accessable at www.circlemud.org) for oasis and bug.  There are a
few around (zedit, medit, etc..)
