Try taking a look at the god commands system on the
Death Gate code (it is publicly available, but I forget
off the top of my head what the ftp site is - not the
circle ftp site :P )
It allows you to assign or take away individual god commands
to specific individuals. That way, if someone is misusing
a given command, you can just take it away from them,
without having to completely demote them.
I would tend to use it in the reverse manner, however -
as imms prove themselves trustworthy, assign them more
commands.
