Bitvector Patch

No this doesn't convert CircleMUD to bitfields or a different bitvector
format, I found something that should be done first.

This patch:
* Introduces:
  o EXIT_FLAGGED        (Exit flags)
  o OBJWEAR_FLAGGED     (Wear positions)
  o OBJVAL_FLAGGED      (Container flags)
  o OBJ_FLAGGED         (Item hum, glow, etc)
* Replaces
  o IS_SET(xxx_FLAGS()) with xxx_FLAGGED()

Should be in the stock distibution, it'll help with bitfield/bitvector
conversion later.  This finishes up what looks like Jeremy started with
regard to ROOM_FLAGGED and even some PLR_FLAGGED places.
