Affect Update Question

I noticed that the affect_update function in the magic.c file
does a check to see if every af->type is a value between 0 and MAX_SPELLS,
why are the spells and skills in spells.h separated and not mixed up?
Even skills can affect why the function affect update doesn't
take into consideration also skills ?
