Casting Spell Time

I'll admit I'm a bit new to this.

What I want to do is add casting time to spells...

in short:
1) when they enter the spell it sees if they can cast then sends them to =
a casting time screen(casting: ***)
2) when the casting time is up, players will see it as the stars are =
out, it then sends them back to the casting procedures

I can't for the life of me figure out how to do it... I have ideas on =
how to do it, but not quite concrete.  I was wondering if someone could =
give me a hint on where to start in the code.
