Special procedures are functions, just like anything else. For mobile
special procedures, they are called every so and so (every mobile
action pulse), you can look in mobact.c for that part. Spec procs also
check for commands (ala the postmaster proc which checks for commands
like mail and receive). Spec_procs.c is still the best place to learn
about them, look at puff's procedure, notice how they made it so its
hard to make puff say anything? That's because spec procs are called
frequently, you wouldn't want puff talking every second as an
example... So on, its just code :)
