Two methods (hard):

a) Web server in the MUD.

b) Hot-loadable zones.

One method (good):

a) Use something other than internal binary structures for your world.
   (SQL, Berkeley DB, etc.)  Promotes agnosticism for the MUD itself.

The first set of methods does at least allow the MUD to handle the "people
in a deleted room" cases gracefully without external sources needing to.
