That's the method we use on our mud. You gain knowledge of the skill/spell by using it. Kind of like you learn from your mistakes. You fail a lot at the beginning causing you to learn faster than later when you don't fail as often and slow down on how fast you learn the skill. It seems to work, tho we are adding a *few* practices in here and there.
