Yes.  The problem is, when you upload files, you have to inform someone,
specifically:
   circleftp@circlemud.org

Without a piece of mail there, the files usually get moved into a "holding
pen" until those people maintaining the directory can take the time to
sort them.  The mail there should include a brief description and suggest
a location for them to be moved to.

This also helps when there is no associated README file, or it contains no
contact address.
