Short mail problems

If anyone has been making updates from cvs, you may notice that some
mud-mails are being cut short. They in fact aren't. You simply can't read
them completely. That is because of the define of MAX_NOTE_LENGTH at 1000.
Maybe someone should change that the MAX_NOTE_LENGTH to MAX_STRING_LENGTH in
act.informative.c function show_obj_to_char for ITEM_NOTE. At first, I just
thought it was a bug with entering something too long, but then I figured
thats not the problem since that message for wutever is too long is still
there. MAX_NOTE_LENGTH probably doesn't need a change since it should put a
nice cap on how long you can write notes unless you want it long.
