Greetings,
        First thoughts that come to me include limiting multi-playing, allowing
transfer of goods between characters on a server that doesn't allow
multiplaying, and allowing for central password retrieval among multiple
characters.
        Combine an account system with account (but not character)
verification, and you can effectively control problem users.  It works
for Everquest.
