The first thing I could think of would be to adjust Teleport so that it 
only looks for rooms below a certain number and than put all the new, but 
unconnected areas in above that number.  Ex. only allow teleport to 
select rooms below #20000, and then load these unconnected areas above 
that number... Not be best solution though...

any other ideas, besides flagging all the rooms no_teleport?
