[Circle] Morts saying Puff's lines

Has anyone had this problem and if so could you please email me the fix.
Okay I'm running heavily patched Circle 3.0 pl8.  Every now and then a
mortal for no apparent reason says one of Puff's lines.  However it only
appears that way from the mortal and not from anyone in the room.  Got any
clues whats wrong???
