Usually the reason for a playerfile wipe is the fact that
a) you want to eradicate everyone because of power adjustments
b) you changed the size of the char_file_u structure

In either case, you don't want people coming back...imho, doesn't
sound worth it, there's nothing like a human and a bunch of logs
to figure out when someone needs reimbursed than a 'reimb' command.
