[spells] Stock Teleport problem

OK, I'm going to throw this one at you again today.  I'm sure the problem
has got
to be something basic, I just don't know what :(

I'm having problems implementing the stock Teleport spell that comes with
3.0bpl11.

Here's all the places it shows up:
