That doesn't change the fact that you only have to travel a few
steps east (? been a long time since I played a mud...:P) to be
at a castle, a few steps north to be in a field, a few steps west
to be in a forest, and a bit south-east to be in a desert.  The
things are too close together.

And, jacking-up the move cost is *not* a good method.  All that
does is make people stop and rest, not explore (actually, it
encourages *less* exploration).  Basically, you jack-up the
move cost outside of cities, and you encourage people to stay
in the same place most of the time, and when they do explore, to
just go straight through the area, instead of look around at it.
