It won't work for a specified period of time, but you can install the
ident patch from the FTP site, and that will allow things like:

ban all username@host.domain.com

Of course... The user can just use another account on that or some other
system. That's where freeze comes in handy.

Then again... You can announce that all sites that that character logs in
from will be banned, and then start doing so a week later and announcing
that that is why you did it. That'll keep his friends from letting him
use his account, and other such things. Of course, tactics like that are
prone to backfire. :(
