I tend to view that track by mortals should be limited to the zone that
the mortal is in.  My reasoning for this is that it would be nigh
impossible to track a creature from a position where that creature has
never been.

Cityguards would be an exception to this rule, they should be able to
track through the entire city, regardless to the number of zones it
comprises.

Everyone with this ability should be able to track through doors (except
secret/hidden ones, should be able to track upto the room where that door
was).

As to who gets this ability, that depends solely upon the type of
races/classes that you have on your mud, and should be decided upon by the
administrators of your mud.
