Yes, exits are supposed to be able to point to -1. That is how you can
'look east' and not actually have an exit there. Another example would be
'look down' and you could put a description of the ground there without an
exit. 'show errors' will point out exits going to room 0, which are truly
bugs.
I think what he means is the OLC changes the exits, OasisOLC previous to
1.6a did that. It should not do the -1 fountain thing as of v1.5.
