Read the README.  (Although apparently there's a value for olc in do_set
that shouldn't be there).  OLC+.README states that there is a new format
for zone allowances.  Read it.  (See ZEDIT for info).

I'll try to duplicate it.

Also, I am going to try to clarify this again:
OLC+ 2.0 != OasisOLC 2.0

It has OasisOLC v1.6b in it, with modifications by me, and also DG
Scripts, Percentages, AEDIT, HEDIT, and TEDIT.  It's going to be confusing
when OasisOLC 2.0 is released....  :/
