The commands were not intended to be set up that way.  They were just
put there in alphabetical order:  whi is before who.  You can change
them to however you want to put them first.  I kind of thought it was
strange to have OLC first on the O list before it was even working as in
stock code, but that was easily fixed.  Your the coder, find out what
combo's people use and arrange it that way.
