zedit new

I seem to have a problem in cerating new zones. When I use the command
sedit new
it does create the zone and it shows up in show zones, but it does not list
the room till after reboot, so if I try to edit room it crashes at save.
Plus if i try to make more than 1 zone it crashes
max new zones is set at 100
I am running mud under win95.
Is there a fix for this?
