Actually, such systems are extremely common on MUDs. This is what
"MOBprogs" and "MUDprogs" on Dikus are, and many other systems (LPmud,
DGD, MudOS, Cold/Genesis, etc) consist entirely of Java-style virtual
machines running MUD languages.
