What I did was define an ITEM_ARTIFACT flag, similar to ITEM_NORENT except
that they can be stored in an object with an artifact storage spec_proc,
which I have installed in all the Guild halls.  That way, they can hope
that it might be there when they return, or at least know that they are
helping their fellow guild members.  Other members can borrow the
items, but they aren't saved over a reboot, so everyone has a chance to
get it, and it won't end up in anyone's rent file.
