According to the Readme file Oasis OLC v1.5 was based on bpl11, you can
get it at
ftp://ftp.circlemud.org/pub/CircleMUD/contrib/olc/OasisOLCv1.5.patch.gz

I would, however recommend that you patch up your codebase to at least
bpl15 but preferably to bpl17 and use Oasis OLC v 2.0 or 2.0a instead.
