Just a random thought, why not simply make the entire thing a cgi script
which cranks out simple HTML forms?  most everything you seem to want
can be done with them (radial button lists, dropdown lists, check lists,
etc, etc, etc)  and it has a couple really great points..

1.  Nothing for the builder to download.

2.  Portablilty (it will work with just about ANY browser in the entire
world).

I think that just about the only thing you can't do with HTML that you
want (afaik) is drag and drop.  You can, however, easily use cut and
paste.
