Since you seem to be so intent on editing in Windows AND
running a server in Linux, perhaps you would be interested
in the following applications:
EditPad - A very strong (and free) text editor for Windows
that makes other text editors look like babies.
FTPEditor - A nice little FTP client with a bonus, it
has it's own text editor built-in.
I normally edit the file in EditPad, copy the whole thing
over to FTPEditor and save it. FTPEditor automagically
converts everything over, so no need to worry about messing
with dos2unix.

Both of these applications can be downloaded from tucows.
