[Circle] Cygwin and declare not found

I dont know if anyone has replied to this message from J Ortman, but I
have the same problem and looking back through the archives and my own
emails, I realised that noone has replied to this problem, unless for
some strange reason, I missed it completely. Any help is much
appreciated.

The mud doesnt crash but every so often it adds the last line with
another 1 after it
so it keeps getting longer and longer and longer.
I had 8 characters on the mud and they all idled out.
Don't remeber seeing this on circle30bpl18.
