I was actually referring to Circle 3.0 where there's already
    const byte saving_throws[NUM_CLASSES][5][41]
in the file magic.c

So that would be enough until you want more than 40 levels.

And since saving_throws only appears in this file that's certainly where
you would look for changing the saving throws.
