Take a look in comm.c I beleave. search for perform_violence() and/or 
ticks++ :) I cant remember what the actual procedure is called, but if 
you take a look at it, you should get an idea of how to implement the 
weatherchanges pretty easy I think.. At least it seems so by a quick glance
