It wouldn't be too hard to change the olc code to set the room limit to 
zone_table[zone_rnum].top instead of zone_vnum*100+99.  If you're using 
an old version of act.build.c you could also upgrade to a newer one.  I 
added support for big zones around version .04 or so.
