Actually, this piece of code is part of their 'alive' feel the MUD has.
ITEM_FOUNTAIN has a similar piece of code. The idea is that instead of
coding some big spec_proc to randomly have the fountain do a 'bubbling'
or something, just stick it in the action_description, and set the value
of one of the unused v#'s.
