I really prefer skill-based muds myself, especially for roleplaying.  Now,
hack & slash muds probably need the sense of reward you get from gaining a
level.  But, if you don't want that effect, having levels is going to give
it to you anyway.  Solution: remove levels.  We have done this on Morgaelin
and it worked out well.
