#1 - what do you mean by 'run a mud on a normal webpage'? Do you mean
      run a MUD on the space provided for a webpage? If so then I don't
      think you'd:
      a: be allowed to do it, and more importantly,
      b: actually be able to get more than one telnet connection to
         the account, let alone run the MUD in a suitable OS, or even
         compile it.

 #2 - look into DG scripts:
           http://www.mindspring.com/~heilpern/dg_scripts/
      you can achieve what you're talking about with those.
