Unless Cygwin has changed horribly, I got CircleMUD running from Shirak's page
pretty much first go, which is located at:
http://shirak.circlemud.net
(or http://209.35.126.43 for the nameserver-challenged).
Mind you, there's tonnes of information in the CircleMUD Mailing List archives.
