That is debatable.  I have never had any problem with mortals using
color.  They play with it for a few days, get bored of it and go on
with their MUDding.

If you really wanna stop it, in every place a mortal can send output,
set up a check.  If they are mortal, do a color_proc call with a 0
color level.  That will clear the color codes before they are sent to
the write_to_output.  That's a lotta work to stop something not that
