My OasisOLC 2.0.1 patch can be downloaded from:

...and is a diff against CircleMUD CVS snapshot 2002112709, but
should patch cleanly into 3.1 (not much changed between 3.1 and
cvs2002112709).
I don't use Windows and have no Windows machine on which to test
things, so I probably won't be much help there. Oh, and this is an
unofficial, unofficial, *UNOFFICIAL* version of OasisOLC that I
create for my own nefarious purposes. I won't guarantee it's
