Only the root can change the ownership of files owned by root.

But you can move the file to another name.
like "mv syslog bah"

Your troubles are over after that :)

Sometimes even "mv syslog /tmp/bah" works.

If you want to preserve the file you could copy it back to it's
old name, you would be the owner after that.
