Just off the top of my head, but how about adding an item value
that represents the percentage chance of loading, then checking
that against number(1,100) in the zone reset code? That would
seem to do it .. of course the downside is that your obj files would
no longer be readable by a stock mud.. If you are using an OLC
you can take advantage of it's ability to save the objects files in 
the new format (just comment out the 'load' part of it, run the mud,
save the files, then uncomment the 'load' part in db.c) or you could
use an object affect or something. but that seems to be more work
than needed, for something that all objects will potentialy need.

Not on topic.. but why do you want to have percentage loading? It would
seem to me that other (read "better") ways of limiting player's power
could be achieved. As a player I always hated with a passsion the
random loading of mob eq. on the muds I played.
