[CODE] bug in perform_tell

There seems to be a bug in perform_tell in stock CircleMUD pl12, look at
this log file:

Titus' shopkeeper tells you, 'What do you want to buy??'

HolyLight mode on.

You tell the dark spectre, 'who are you?'

Mobiles have no IDNUM, but LAST_TELL is assigned when mobiles use tell too...
