Try this: <mount --reset> first,
then use two slashes instead of one to mount.
(You can mkdir -p bin (and so forth) after resetting the mount).
e.g.
BASH>mount c:\\cygnus\\cygwin-b20\\H-i586-cygwin32\\bin /bin
