This was George's point: if you use flags, you're limited to 32 special
procedures (because integers are [typically] 32-bits).  That wouldn't go
over well.  I don't know what you mean by "what if they were used as
integers," but it sounds more complex than necessary.

George's suggestion of using an E-spec field to set special procedures is
a much more attractive idea.
