A slight correction: there is no RFC.  The relevant standard is ECMA-048
or ISO 6429 -- they're the same.  The ANSI (X3.64) standard was withdrawn
a few years ago (and outdated even before that).  That's actually rather
fortunate, since ECMA standards are available for free download.  The
relevant link:

Note that the standard uses a crackbrained character reference scheme of
the form "xx/yy" (where xx is a column and yy the row in an ASCII table).
Eric Raymond's ascii utility (on Unix) can translate these, available from
