One way would be with DG Scripts; the "skillset" command (generally
GRGOD and/or IMPL only) is used to assign the learned value. You could
make this command work for (non-switched-in?) mobs too, in order to let
a DG Script set them.

Another alternative is that you could assign an array of, say, 32
skill/spell numbers
which require the mob to have a special bit in order for the practice
spec-proc
to work on those skills/spells.
