This is *not* a Cygwin wanna-be-on-the-UNIX-bandwagon-but-not-that-badly
newbie list.  The best help I can offer you is to stop sending such
questions to the list.  I don't know of many people on the list who are
running Cygwin.  And it seems that everyone who is has posted something
akin to your messages here.  This means that everyone who might know is
just as clueless (for lack of a better word) as you.  I would suggest
reading the Cygwin documentation, locating and subscribing to a Cygwin
newbie list, and reading this mailing lists archives in case someone
actually knows something about Cygwin.

The WTfaq needs updating on this information.  The only in-document link
is relevant only to CircleMUD 3.0bpl12.
